Oakland, like just about every other major city in the United States is run by a liberal/progressive political machine. It is also in debt because the machine is spending more than it can steal from it’s citizens.
It would seem to me that they would first cut back or eliminate duplicate and non essential services. Common sense would tell you to keep essential services running, like schools, fire and police.

I have been able to confirm this. A person who actually saw the pictures and details of Umar Farouk Abdulmutallab’s underwear confirmed the following: 1) The underwear contained enough explosive, that when properly detonated in the right position could bring down an airplane. 2) The position of the burned section of the underwear would have probably been undetectable. Let me put this delicately; this terrorist’s girlfriend might have been able to tell the slight difference between reality and what the scanner showed. 3) The only way to have detected the bomb would have been a very thorough physical pat-down of the genital area or a first-hand visual examination of the underwear itself.
